hello I'm Grant Zellner with the PDGA here to bring you a look at the new rules for 2023. each year the PDGA rules committee with input from PDGA members tournament directors staff and the board of directors considers updates to the official rules of disc golf after several major changes to the official rules in 2022 the updates for 2023 are comparatively minor but still important to review to stay current for tournament play in the New Year rule 802.03 excessive time time Rule now uses the phrase remains clear providing additional Clarity that a player's 30-second time window restarts if the playing area is not continuously clear you now have 30 seconds to throw after the previous player has thrown you've had reasonable amount of time to arrive at and determine your lie you are next in the throwing order and the playing area remains clear moving obstacles casual obstacles are intended to be loose debris not just any item that happens to be dead or detached new language in the rules clarifies that objects intentionally placed as part of the course or event like logs or stones used as Landscaping features they are not casual obstacles relief from obstacles section 803.02 c relief from obstacles has been clarified to say a player who takes relief other than as Allowed by rule receives one penalty throw in the previous wording the use of as allowed above could have been interpreted as only applying to Parts A and B therefore any other type of relief was inherently penalized using the term by rule now allows for non-penalty Relief and other rules to be allowable mandatory routes the change to mandatory routes clarifies that mandatory routes restrict the path of the disk for the entire hole regardless of the direction the disc is traveling and replaces restricted space with the clearer restricted plane the new wording states that a mandatory route restricts the path the disk may take in the process of playing a hole so even if you have advanced beyond the mandatory object a violation may occur if you were to somehow reverse course and cross into the restricted plane from the side closer to the Target casual area similar to the explanation for 803.02 relief from obstacles this change merely clarifies that relief from casual areas is not penalized if taken in accordance to the rules relief...
